It is actually purposefully moving the coordinates you select. (but it doesn't mean your computer like you, my computer doesn't always like me very much either) Due to privacy, I have the system alter the coordinates you enter slightly. I don't want someone to find their exact house on the map and select the coordinates that can identify their location. Then if they say they are going out of town for a bit, someone could then stop by. This makes sure that someone doesn't accidentally add their exact location.

For others, if the coordinates put you in the water, then you can modify them. Otherwise, they should be left so that they are an approximation of where you are. It's best not to even find your neighborhood but instead just pick a location randomly within your city.
