I never heard that happening to PhotoBucket. I guess no one is immune to hackers.

I was looking into Flash some more today and I almost definitely could not allow it except for sites that only allow video content and not to upload an SWF file.

I was taking a look at this today:

And it is very challenging to secure Flash. (even the expert in that paper was talking about it) I don't think I could prevent an SWF from accessing a local cookie and still allow it to display video properly. (Plus it could still redirect someone)

There would be an outside chance that it might be possible to allow embedding a Flash video file if I created a Flash video player for this site that would load only a .flv file. The problem would be determining if it really is a .flv file. I haven't worked with .flv much, but as far as I know it is purely a Flash video format without any scripting. But then I'm not sure another site would allow directly linking an .flv file like that. They get no credit that way. So for now I don't think it is possible. (they would not want another site using their bandwidth to load a movie and get no credit that it was their site.) But at least PhotoBucket does make it easy to include a nice picture as a link to the media file.
