Currently, Dr. Gray sees El Nino as playing a role in suppressing hurricane activity this season. Unfortunately, he pointed out that the El Nino effect is strongest for the Atlantic and East Coast and fairly minimal for the Gulf of Mexico.

Is that because the hostile wind shear is greatest for Cape Verde storms, and not as important when referring to storms which form from more local conditions in the NW Carribean or the Gulf of Mexico itself? If so I'm surprised, because I thought that the more hostile wind shear condtions resulting from El Nino in general overspread the whole basin, providing a check on activity everywhere.
