These papers show they are concentrating on sea-surface to atmospheric boundary-layer heat exchange.

Of course, this is the primary source for energy in an active TC; but doesnt tell the whole story.

A TC is also affected by the air it is moving into.

A developing TC (Invest or earlier phase) is not affected greatly by Ch or Cd in my opinion.  It is affected more by CAPE and LI.  Of course CAPE and LI are generally higher near hotter bodies of water.
