Spectrum

I found a more detailed presentation on the subject.

A slide near the middle shows the spectrum of the TGF's.

It looks to be continuous to about 20MeV - very energetic.

However, it does not show a resonance peak at 1.022 MeV.

If electron - positron annihilation were occcuring, there would be a peak at that energy.

The continuous spectra suggests to me that this is a form of radiation that would occur if electrons were being accelerated or being slowed-down (bremsstralung).

That is a very powerful acceleration to get up to 20 MeV!
