earth loses fraction of a second.

Ok I know yall about this, but I need help with this anyone, please? We know that the earth lost a fraction of a second because of the quake, this has always went on. Question though, is it losing a fraction of a second each day or just that one day? Also I know its just by the trillionths, but what are its implications weather wise if any. And last, what is the science behind this? I mean seriously, what in the heck kinds of tools do they use measure something like this...haha.
I know it aint funny, just wondering if enough of these happen, I mean what is the threshold before there is a direct noticable impact, and really who knows how sensitive earth is to this. I dont know...
