Intuitively, I wouldn't think it would.

Photon emissions from solar flares that reach earth are pretty much in the x-ray range which has very little effect in causing molecules to vibrate faster.

However, x-rays do have a big effect on ionizing molecules, particualry if they are high up in the atmosphere.

That of course would pertub the magnetic field and hence may have force or torque components on the earth's plates.

One line of thought is the HAARP hub bub about how tuned, at some classified resonance frequency, radio waves are focused to create ionization layers high up in the atmosphere which then sets off earthquakes.

Actually, it is quite plausible.

In fact, the sun has been quiet the last few weeks and so has been earthquake activity.
