Well the NHC probably would never call it a storm let alone an invest unless a perfect eye formed and was clearly visible from space. Wouldn't want trouble anyone.

I too was thinking it was mostly mid level circulation for now, but there is still a large slow rotation.

There are still green spots coming up on the funktop loop. So this is worth keeping an eye on.

The storms to the south over land seem to have died out, so there is less upper level moisture coming in from the south. The lower clouds near the mid level circulation are getting exposed to direct sunlight, so it seems like parts of the lower level convection are burning out.

But you never know.
