The plane needs to find a west wind to indicate that there is a closed circulation at the surface. If they find that while they are out there, which they did not on the first pass, then the NHC would probably put something out immediately saying it is upgraded and that special products would be released or if it is close to the 5PM EDT advisory time, they would just initiate then.

If no LLC by the time the plane leaves, then if it looks like it is still getting better organized at the surface, then it depends on what satellite data and other data they have as to upgrade it or not or wait until the next plane.
