From that site, you have the ability to select from an archive of those images for this year:
http://cimss.ssec.wisc.edu/tropic/real-time/tpw2/natl/anim/

When you see an image, right click on it and select whatever says something like "Save Picture As" or "Save Image As". Then you can select a place on your hard drive to save the image.

This works for images that are combined in a single "gif" file. For sites that have animated images that show a single image at a time and have buttons that allow you to go from one image to another, it does not work so simply. Like this model site for example:
http://moe.met.fsu.edu/tcgengifs/

You can't save the image loop in one file because they are all separate images that you navigate through using a web technology called JavaScript. Even saving the page in Firefox or Internet Explorer does not capture all the other images other than the first one. (That might work for some sites, but does not work on others.) You would have to go through every image and right click it to save it.

After you save a ".gif" file on your computer, then all you need to do is remember where you saved it and then navigate to it. Once in the folder that contains the image, double click the file that contains the image and it should open it up and play it. If it doesn't, for example it only shows the first image and never does play the loop, let me know what kind of operating system you have and the version (for Windows for example...Windows XP, WIndows VIsta, Windows 7, etc.) and the name of the program that is trying to play it. (Windows Photo Viewer or sometimes I think it even tries to play a ".gif" image in Internet Explorer.)
