I had seen that page but it is not definitive unfortunately. It is removed from the list, but it doesn't mean it can't be added back to the list after 10 years. (They don't have a lot of detail that I could find on the WMO site.) I was trying to find a mention of the 10 year rule on the WMO site and could not find it. I'm not sure if that means it no longer exists or it does exist but there would be little chance of the name being suggested again. It might exist so that if they run out of common names a long, long, long time from now, they could always add one back that was retired but will likely have been mostly forgotten. (Like many hundreds of years.) Of course there are always going to be some that no longer how much time passes, no one would ever suggest adding the name back to the list, like Katrina.

For example, lets say that a "V" name storm is retired. Then it is replaced by a second "V" name. But then 90 years later that second "V" name that has been rotation since the original one was retired gets retired itself. Could they add that original "V" name back to the list? Maybe even 90 years is too soon as an example. And I know "V' is rare to see, but I wanted to pick a letter that had less names.
