That invest was deactivated. Because 90L was kind of getting entangled with the wave behind it, my guess is that as soon as it becomes clearer where a center might be, they will re-initiate models on it, possibly as a new invest. This is a very large area of convection and rather than picking a single point right now, I think they are waiting until it is a little clearer. When you run invests, you run them from a single point. As you see from the big circle they drew and their constant mention of both the area of low pressure that was 90L and the tropical wave further east, they really don't know where it might start to develop. That uncertainty at this point is probably why there is no invest.

We might see an invest a bit after 8PM EDT though if the area continues to improve:

While the floater still says 90L, that is officially deactivated at the moment. At 2PM yesterday, the last available position for what was 90L was at 9.1N 32.0W. Since it does appear that was is looking better today is the same thing, it might mean 90L is reactivated. But, if it combined with the wave or this is not the same low, then maybe they will give it a new number. I'm always unsure about that. With invests though I think they can do what they want so they might just simply go with a new number.
