It would not have any impact on bandwidth actually, only whether people would need to scroll. The same image is always loaded. A 10MB image, regardless of whether it is displayed as a small thumbnail or thousands of pixels wide, must still be loaded completely. So the site you load the image from gets hit with a lot of bandwidth. (That is one of the reasons my site doesn't display data in image form.) Come to think of it, I could see resizing the image automatically as a bad thing. People then may not be aware of the large file sizes they might be posting and really hammer another site with traffic. When it is large they realize it is a large file size. If it is small, it could be tens of megabytes and take over an hour to load on dialup. I don't think resizing images would be that good after all.
