I don't know enough about it to tell when it is really good. I'm not sure how far away things need to be setup. Sometimes an ULL a certain distance might be good to help ventilate high pressure aloft over a cyclone, but close enough and it is bad. And then of course at first you want high pressure centered directly over the storm to help ventilate the air up from the center outwards in all directions. Earl doesn't have a well defined eye yet, so I would think that would be step one, but someone else here would know a lot more about it.
