If the backup generators & shutoff valves were destroyed by the quake and the batteries as well; I think it is very likely coolant pumps and hydraulic pumps would be non-operational as well.
Heard on the radio, they are thinking to encase the whole thing in concrete.
That is the best idea I have heard so far.
They need to do it now before the radiation gets too bad or the cores go China.
