The US tries to fly recon missions for any land area threatened in North America (and Bermuda) and Central America, in both the Atlantic and East Pacific, and throughout the Caribbean. There are several dozen countries. I guess you could add the northern part of South America too for storms that scrape it.

I'm not sure of the actual recon requirements, if there are any set forth by the WMO, but the National Hurricane Center (NHC) is tasked by the World Meteorological Organization (WMO) as a Regional Specialized Meteorological Centre (RSMC) to provide official advisories. To provide the most accurate advisories for everyone they use recon when needed and possible. The Central Pacific Hurricane Center (CPHC) handles official advisories for Hawaii in the Central Pacific.
