Your welcome Holly.
So, the UL winds in the north GOM are currently blowing east to west.
Outflow to strengthen a TC on its north side needs to blow west to east.
So, currently those winds will oppose the outflow and keep it from strengthening.
Localized convection can and will alter those UL winds.
Need to watch this very closely.
If they shift to west to east, it would be a postive factor for intensification.
