Weather balloon Launch

I just read that by special (and I guess. unusual) request, NHC asked for several weather balloons to be launched  from several  locations at 18 Z. in the southeast. About 19-20 total from as far N as the southern part of PA , south to the Keys, Western MS to eastern NC. What are they checking and why would this be an unusual request?
