You got me thinking on that one.
It's not even close. The volume of lake Erie (smallest lake) is 116 cubic miles (cu mi) Lake Superior has a volume of 2900 cu mi - from wikipedia.
This is by no means the total volume of rain from Irene, but  it illustrates the point.
If you take the combined land area of Maine, Vermont, New Hampshire, Mass, RI and Conn, and cover it with 3 feet of water, you would only have approximately 41 cu mi!
