No ban on concrete homes in Florida, we have them, just not a lot.  There are a variety of reasons we don't use concrete much including:

Stick built with wood is cheaper, that may not be the case in PR.
Stick built with wood allows more design and future modification flexibility.
Concrete is harder to insulate and given Floridian's need for AC this is important.
Concrete roofs are even rarer here, and most wind damage is roof related, so you don't get a lot of structural benefit from a concrete home with a framed roof.
It's harder to find builders who work with concrete here.

All that said if I were building today I'd think hard about concrete, I think the benefits probably outweigh the downsides.  Something y'all in PR already figured out.
