From the NHC main page, left column, "Atlantic & E Pacific" under "Marine Forecasts":

Then under "Text Products" you'll see "High Seas Forecast" and then to the right the link for the Atlantic:
http://www.nhc.noaa.gov/text/MIAHSFAT2.shtml

And then there is the "Offshore Waters Forecasts" below that for the  which is a little less confusing:
http://www.nhc.noaa.gov/text/MIAOFFNT3.shtml

I like the graphical stuff instead. One thing for the offshore though is the "Offshore Zones Breakdown".  Then scroll to the bottom of the page:
http://www.nhc.noaa.gov/marine/offshores.php#zones
You can at least click an area and then get a text forecast.

"Wind/Wave Forecasts" can be found under ""Graphical Products" on the main marine page, 24hr, 36hr, 48hr, or 72 hr. That is the easiest way to see it visually.
