Camille and Evacuations

I have a question concerning Hurricane Camille. Those of you who are old enough to remember Camille and live in the affected areas and those of you who have read up on the storm may recall that Luke Petrovich (the director of public safety in Plaquemines Parish in Louisiana at the time) and Wade and Julia Guice (the full-time director of civil defense for Harrison County in Mississippi back then and director of the Emergency Operating Center in Biloxi at the time, respectively) ordered mandatory evacuations of their respective counties/parishes despite the fact that neither area was under a hurricane warning at the time. In the book The Story of Camille, Lessons Unlearned from America's Most Violent Hurricane, the authors state that the evacuations probably saved thousands of lives.

If anyone cares to comment on this subject I'd be curious to read what you have to say about it. If this post is not appropriate for this board I apologize in advance.
