In those cases where the water was cooler than should be for tropical development, I think pressure gradients play a larger role in development.  There are steep pressure gradients between fronts and systems at higher latitudes.

I do think that we are going to find out one day that these storms are able to "store" energy, if you will, for lack of a better term, where they can sustain their internal engines for longer in less than ideal conditions.
