Have you tried this? http://www.jma.go.jp/jma/indexe.html ... once you get a hang of it its very simple to use.

ps Enjoy Japan ! It's was an epic treat being in Tokyo for two weeks back in 09. Also - I remember every single website being in Japanese. The trick - if you look in the address bar and see something that says jp - change that to en and that should convert the page to english.
