It's hard to tell exactly with the level of resolution in those images.  The official 11PM from the NHC has the center passing over Big Pine Key / Marathon area.  The GFS appears to be slightly NE (slighlty farther up the Keys) of that but not by much.  Of course, the intensity of Isaac when it gets to the Keys and the wind field extent will determine local conditions in a given area.  The bottom line is
all the Keys will have some TS conditions and a part of the Keys may have hurricane conditions.
