well from what I understand a storm churns the water (pulling colder water to the suface), so therefore its no longer stagnant.  I guess more in a way of conditioning the atmosphere as far as moisture goes is what I was talking about I think.  Like the water, the atmophere is no longer stagnant w/lingering dry air and other prohibiting factors.  Its just my opinion.  There are others on here that know alot more abut this stuff than me...
