I do not understand why there is not a program in place where if there is a slower season with less flights that it can not roll over into the following year,less flights =saved money correct?
Similar cuts in our local law enforcement , our local sheriff asked the same question. If you go under budget one year why not put the leftover money in an account for future use? Their answer No, No, No!
It appears that budgets were set up with X amount of $ to prevent theft of funds. The $ must be spent or it will reduce your budget the fallowing year. :(
