I think is nonsense, confusing, and not what the NHC does.  One storm destroys Miami in 1992, nothing really new happens.  Another storm wrecks the Gulf Coast in 2005, nothing really new happens.  Sandy is a tropical storm/Cat 1 when she makes landfall, and causes damage up the northern East Coast, and BOOM, things are different.  

That's my extremely humble and unimportant opinion.
