The models have seemed to be more interested, at times, in the second one just rolling off Africa. The NHC has just started covering the 48 hour potential chance of development on it as of 8am.

"TROPICAL WEATHER OUTLOOK NWS NATIONAL HURRICANE CENTER MIAMI FL 800 AM EDT MON JUL 22 2013
FOR THE NORTH ATLANTIC...CARIBBEAN SEA AND THE GULF OF MEXICO...
A TROPICAL WAVE HAS EMERGED OFF OF THE WEST COAST OF AFRICA ABOUT 500 MILES EAST-SOUTHEAST OF THE CAPE VERDE ISLANDS. ENVIRONMENTAL CONDITIONS ARE EXPECTED TO BE MARGINALLY CONDUCIVE FOR SOME DEVELOPMENT OF THIS DISTURBANCE OVER THE NEXT FEW DAYS AS IT MOVES WESTWARD AT 10 TO 15 MPH. THIS SYSTEM HAS A LOW CHANCE...10 PERCENT...OF BECOMING A TROPICAL CYCLONE DURING THE NEXT 48 HOURS.
ELSEWHERE...TROPICAL CYCLONE FORMATION IS NOT EXPECTED DURING THE NEXT 48 HOURS.
