Chris I found this SYNOPSIS which explains the possable development.

I just found this.  I was using the map Chris posted http://preview.weather.gov/graphical/ then clicked in the Gulf of Mexico (GOM) area a little popup "Point Information" which stated the message below.

SEAS GIVEN AS SIGNIFICANT WAVE HEIGHT...WHICH IS THE AVERAGE
HEIGHT OF THE HIGHEST 1/3 OF THE WAVES. INDIVIDUAL WAVES MAY BE
MORE THAN TWICE THE SIGNIFICANT WAVE HEIGHT.

..SYNOPSIS...SURFACE RIDGE WILL PERSIST ACROSS THE NORTHERN GULF

LOW PRES COULD FORM OVER THE SOUTHWESTERN GULF AND THE BAY OF
CAMPECHE IN A FEW DAYS AND SOME DEVELOPMENT OF THIS SYSTEM IS
POSSIBLE BY MIDWEEK.
