"It's the final best track that matters, not what went out on an advisory. Officially, Gustav became a hurricane at 1200 UTC 11 September 2002. We'll just have to wait and see what the final best track analysis for Humberto is. It's certainly possible that they could end up tied."


But then in another post they said:


"Unless the time of formation is adjusted in the final post-storm analysis, it was not a record."


So, still a bit unclear. Basically, at the moment the two years seem tied. It is simply not officially a record until after the final best track is set. The confusing part is talking about whether the formation is adjusted when in reality the best track data currently reflects 8am EDT as when it became a hurricane. If we were to not count the advisory and only count best track data, it is currently 8am EDT. Again, subject to revision later. Tune in at the end of the season when the Tropical Cyclone Report is hot off the press.
