I believe that is all over Florida, In my days of Living in Jacksonville, any heavy rainstorm would flood the streets no matter where in Jacksonville you lived.  It was the same living in Norfolk Va, or any coastal city that lies close to the Atlantic ocean.  I blame how they constructed the drainage system, but you never know and with all the sink holes that seem to be occurring as of late, it makes one wonder, is the eastern seaboard beginning to sink?
