Will the govt shutdown affect the forecasting of soon to be Karen?

I see that the NHC does have a message on their site about the shutdown, and seem to be trying to assure people all is well. http://www.nhc.noaa.gov/

But, can it really be okay? I am sure that this shutdown is affecting many NHC personnel and  many other offices and organizations that need to be running at 100% whether or not this is a hurricane or a bad tropical storm with potential flooding.
