  If there are no more huricanes this season. this year will go down the second lowest percentage of storms to become a hurricane in a given season.

 I went back to 1851 got the number of stormsi each season(depressions,subtropical, tropical storms and hurricanes), then got the percentage of storms that became huricanes for each season. As of now the 2013 season we have had 13 systems and only 2 have become hurricanes. That is 15.3%. Only the 1907 &1914 season have a lower percentage at 0.0%.
