EMILY Sagalis cried tears of joy after giving birth to a "miracle'' girl in a typhoon-ravaged Philippine city, then named the baby after her mother who went missing in the storm.

Concerned by the huge trail of death and destruction left by super typhoon Yolanda, President Aquino vowed on Sunday night swift government action to bring aid to all storm-ravaged communities, citing plans to build temporary houses for the homeless families.
The President talked about the government's relief efforts shortly after holding a closed-door the National Disaster Risk Reduction and Management Council (NDRRMC) meeting at Camp Aguinaldo in Quezon City.
