Philippine/Talcoban Infrastructure Compared To U. S.

Yes our infrastructure maybe better here and no doubt it is.  I am trying to locate the story on CNN website that tried to compare the two countries.  The two news reporters were saying how much more advanced the US was.  It probably is.  The reporters were saying because of Super Storm Sandy and how quickly we rebounded comparing it to Yolanda and how slow the Philippine government is handling that storm.

How can two CNN reporters even compare the two storms?  Super Storm Sandy was just a fresh breeze compared to Yolanda.  Sandy was a cat.2 while .Yolanda was a 5 and if there was a cat. 6 Yolanda would have been that.  I am trying to find the story and will post it here.  I asked myself "did these two reporters even remember what the city of New Orleans infrastructure was like after Katrina or how long it took for the U.S. government to respond to the victims of Katrina?
