As an example, because I don't know the actual latitude of where the maximum intensity is on average, lets say historically it was 20°N. The paper is saying there is no evidence that it is now higher than that, say 22°N. The maximum intensity being the latitude at which the storm had its highest wind speed. Average every storm in history, or over a certain period with more reliable records, and they are saying there is no indication that storms peak in intensity, on average, at a higher latitude than they did before. If it was shifting northward, that would put areas higher in latitude at a bit more at risk, on average, at getting even more powerful storms.
