Taking a look at the GFS, there is really no rain forecast for California over the next 16 days:
http://mag.ncep.noaa.gov/

It has a little green patch occasionally, but it really looks like no rain over a large area. Perhaps there might be some rain over small areas that it is not picking up on.

As for Amanda, and its remnants, it is not forecast to make it to the coast.
