While the site has been around for a long time, it may simply be one meteorologist. There is not a lot of information about who is a part of the site, just the one owner. (The address on the Facebook page is in a residential neighborhood. The "Crown Weather Service meteorologists" part in the article, emphasis on the plural "meteorologists", may therefore be incorrect, though I don't know.) Plus, you have to pay to view the site, aside from what is put on Facebook. And, I don't like this part of their front page: "Crown Weather Services is your one-stop weather information source by providing the latest and most up-to-date weather data". Only NOAA could make that claim. I know part of it is their tag line, but honestly I find "providing the latest and most up-to-date weather data" rather problematic. Maybe it is more than one person, but it just seems like it presents itself as more than it is for something you must pay for. (To pay for something, and make a claim about "providing the latest and most up-to-date weather data", I think you need a large organization to back it up rather than just one person or even a few people.) But perhaps that is just me being picky. (I have not used the site much over the years and I think the last time I did it had free discussions, which it does not now that I can see, expect for some things on Facebook.)

Although, even a week before that article ran the GFS had been trying to form something. Some other models have over that time as well. (I don't know how consistently though or if this is the same general thing it was trying to develop then.)
