Elongated low pressures / troughs can take a bit to get going, if they do. NHC says conditions "may become slightly more favorable later this week as this system moves little". The GFS doesn't move it much, but once it gets going the 18Z run did seem to have it a bit stronger into southern Florida than I have seen previously. (I haven't watched every run, starting to watch a bit more.)
