Chris, Along the coast-- you have to provide an elevation map of the property to the insurance company before they will issue insurance. Obviously so they can rate the insurance based on elevation and risk. The county assessors office provides that elevation map here in the Keys. Same in the Ft Myers Beach area.
But if someone has been in a home for awhile and kept the same insurance, they might not remember their elevation information.
Also, with the new maps-- and higher tides and sea levels-predicted and occurring- there are areas that are now threatened, that would not have been before.
