There are some cooler temperatures than normal in some areas of the Atlantic and Caribbean.

Look at the SST anomaly image, although that is confusing with their colors. The graphs at the bottom are better for the SSTs. See the Tropical Atlantic and then also the Caribbean. Caribbean has higher than normal shear quite a bit. The water temps could support a tropical system though. Other factors, like shear and dry air in places might be the bigger factors.
