I do not think either of those groups have enough proof to explain with any certainty  active vs inactive and it's basically a crap shoot. The only proof of a slow down has been Elnino trade winds being unfavorable other than that i think they are mostly guessing. Dr Gray constantly harps on how bad models are for hurricanes a week out but has no problem modeling 20 years into the future.
