That particular situation is troubling for reasons other than those staggering rainfall amounts themselves . . .

I guarantee you there are plenty of ignorant people in the Carolinas today referring to their recent rainfall as "The Hurricane" and, of course, talking about how it is "not so bad" and wondering "where's all the wind?"

I hear that sort of banter down here in FL all the time. People here in Tampa Bay--including members of my own family--talk about how they "could fly a kite . . . when Charley hit." As though Charley had made landfall here in Tampa Bay, when in fact it did nothing of the sort. My wife, who is from Bradenton, talks about Hurricane Wilma as though it made landfall on Bradenton (not even close), which leads to the assumption that Wilma was not at all "what they said it would be." Back when it seemed like there was a slight chance Tropical Storm Erika might strike Florida earlier this year, friends of mine from throughout the state continued to talk about an imminent "hurricane" for days, up to and after Erika's dissipation, when in fact it had only ever been a Tropical Storm and never imminently threatened Florida.

I find that people tend to conflate media hype and actuality, as though the hype itself were science, and conclude that they have survived a hurricane astonishingly unscathed when in fact they did not even remotely experience landfall of any sort.
