Pre-Katrina formed from the interaction between a remnant MLC from TD-10 and a tropical wave. This means that it had the wave amplitude at the lower level to encourage convergence and convection and it already had the mid-level circulation to assist it. Katrina, once numbered as a depression, moved far slower than 99L is predicted to do. It had low wind shear and more moisture in its environment to work with, meaning it could sustain convection and develop.
By comparison, 99L's boundary layer is quite dry at the moment. This, plus the wind shear, means it will be hard-pressed to form convection and close off a circulation. Its forward speed means it will have less time to use whatever decent environment it *might* be given. |
