Upon further review, the NHC probably had not seen that last ASCAT pass yet. The discussion was posted at 7:50pm EDT and the discussion says:

"Based on 1800 UTC surface analysis and satellite imagery through 2345 UTC."

They might adjust the 8pm EDT position in the best track database later for 94L.
