From the NHC discussion, looks like this is a case of how long does the convection have to last to get classified. Rather subjective.

It had a well defined circulation this morning when I looked at it on radar. But I could see I would not get wind or too much rain from it directly. Less wind today here in Tampa than the past few days.

I guess they thought it would go away soon, so no need to start advisories.

The best track for 8am EDT today has been updated for it to have been a tropical storm at the time. That 8am NHC outlook at the time was a 0% circle. From then:

producing a large area of showers and thunderstorms near the Florida
east coast and the adjacent Atlantic waters. Significant development
of this system is not likely since the low is expected to continue
to move over land through Wednesday. Locally heavy rains will
continue to spread over central and northern Florida today and
tonight.
