"The formation of a tropical storm while the center of circulation is over land is a bit unusual, but not unprecedented," Dennis Feltgen of the National Weather Service tells NPR. "It last occurred in 1988 with Beryl over southeastern Louisiana. In both cases, most of the circulation was over water, and the center of circulation was very close to it."

When asked whether people should expect to see more tropical storms form over land, Feltgen replied, "There is no reason to believe this would become a common occurrence."



what I think is stranger is the manner in which NHC upgraded it, after changing it's chances to zero, stopping the best track data at 00Z on the11th, then adding to the best track data later:

TS - 12Z on the 13th
(still listed as Invest)
then
00Z on the 14th, renamed Julia

- just a really weird case... and the ftp site has been lacking, as far as when it's updated, all season, imo

then look at 10-day formation points in the climo section:  http://www.nhc.noaa.gov/climo/#ori10  and  you find quite a few "points" that appear to be on land ???
