I was reading something elsewhere about why the buoy would not pick up the strongest winds. With wave heights exceeding 30 feet earlier, the buoy would spend a lot of time sheltered from the wind. Part of the time it would be exposed to high wind and part of the time not, averaging lower than what the actual wind would have been if the anemometer was unobstructed. It might also not be designed for really high wind readings.
