I am not an expert, but live in Texas and have been effected by hurricanes. But the main question is, if the authorities have asked your area, or the area your home resides in, has been asked to evacuate, you evacuate.
In Houston, during the Hurricane Rita threat, much of the city of Houston were advised to evacuate. Which was incorrect. They were not in the warning zone. It created the worst traffic jam.
So, if you and your address, are advised to evacuate.
